Amber Billian of Toledo Ohio was a nightmare tenant of mine at 4142 Thornton Ave, Toledo, Ohio 43612. We are collecting a $3,000 judgment on her stemming from non-payment of rent and extensive damage to property. Toledo courts allow only allow $3,000 as the limit while damages stemming from Amber Billian exceeded $3,800. The house is mortgaged. Considering our payment, what we got for rent, and the cost to correct these damages, I think we made $100-200 in total the whole time Amber Billian was there. She was a terrible risk! She left us UNPAID AND DAMAGED; she left the whole house and garage stinking of cat feces and urine, left cat feces on the floor, left human feces on the children's bedroom walls, left writing on every wall and bathroom counter and shower surround, left cats abandoned outside, suffering in the sub-zero temperatures of Toledo winter, left windows ajar in an attempt to cause further damage, left our house and garage darkened with much of her abandoned property that she NEVER picked up, and left most of the neighbors vehemently complaining about her.

allowed (directed?) her children to write all over every wall at 4142
Thornton (all were white) with black, permanent marker. Every wall had to
be repainted in a 2,000 square foot house and it already had new paint
throughout, a year earlier, when they moved in. Even a counter top was destroyed in this manner. The
shower
surround was also damaged with black, permanent marker. Her children apparently
were allowed to jump on the toilet, causing leaking, which
destroyed the floor in water damage; after the toilet was damaged and
leaking, they got it "fixed" but who ever did the work only fastened down
the toilet with one bolt and installed no new wax ring with sleeve, so we
got to pay for a new floor in our bathroom. Every
vertical and every horizontal set of blinds in the house were gone or ruined
and had to be replaced. Cats were bred there, while she lied, saying she had
only fixed cats. Blood damage from birthing cats, urine damage from daily
cat life,
were rampant. Urine damage was extensive in the whole house and the worst in
the entry way. Vinegar had to be applied 25 times to get rid of the smell
and I'm not sure it's gone! In the children's room there was actually human
feces smeared on the wall! 'STUCK to the wall, even, was solid feces! That
says a lot about her parental priorities. While they lived there Amber Billian never trimmed a bush, never changed a furnace filter, lost our
garage door opener and more.
When Amber Billian moved out in the dead of Toledo winter with sub-zero temperatures
she had the heat turned off and left every
window open in an effort to
further damage the house (as in frozen, burst pipes?). Fortunately this was
discovered immediately! A
litter of kittens and the mother were dumped
outside, in the snow, by her; not moved down the street into her new house; not left in my
house; but she dumped them outside in the snow and the cold. She moved down the street four or five
houses down and was promptly un-welcomed there by someone
who she upset so
much (Honest to God it was not me) that they shot up the back of that house she moved
into. Thank God this didn't happen when she was staying at my house. While I
feel bad about that happening, Amber then breached that rental agreement
too; they left after being there for several weeks.
While living in my house Amber Billian made a lot of enemies, getting into
every person's business and gossiping at every chance she could. Every neighbor who talked to me about her
after she left gave horror stories of her gossiping, foul language and horrible
treatment of many people, both elder and junior in age to her. To wit, she
decided it was a good idea, utilizing her US Post Office employment to learn
where young, adult neighbors moved away to, and flaunting it to that
person's relatives who
remained on Thornton. It's no wonder our Postal Service is in such dire
straits, and known for such poor customer service.
You might wonder: what did you do as a landlord to piss Amber Billian off so
much? NOTHING! We gave them a gorgeous, huge house, left them alone....
Fixed anything that came up that was brought to our attention - IMMEDIATELY!
We didn't treat these people any different than the two tenants since them,
who we have no trouble with, (the first tenants moved out and left the house
in the condition THEY received it) we didn't treat them in any way different
than how we treat anyone but Amber Billian had the
nerve to DAMAGE us this way? Why?
Well,
this world does
not allow a person, Amber Billian included, to damage everything around them
without some kind of repercussion. For every action there is an equal and
opposite reaction. May this go a far way toward being an equal and opposite
reaction and have an equal and opposite effect.
This is the kind of person Amber Billian is: a non-paying, property
disrespecting, contract ignoring, gossiping, animal neglecting, horrible
house keeper who either encourages her children to be vandals (what a
lasting memory and impression) or flat out ignores them. Obviously if the
children's damage was not directed then she wasn't watching the children.
Have you checked the children? If she was directing them then she taught
them to vandalize!
This is only the truth, but it is not even the whole story, yet it's enough
to establish a history of behavior. It's enough to conclude that
Amber Billian is a person who should never be trusted to return property in the
condition it was received, it is enough to conclude she should never be trusted with
any
animal, much less should she ever be trusted to watch children;
how could
she watch yours if she hasn't watched her own? The character of this person,
Amber Billian, is gravely in question, to put it mildly. We gave her an old,
huge
house, made positively gorgeous with brand new paint, gorgeous, shiny
woodwork trim and floors, new carpeting, new furnace; and she maintained
nothing to a satisfactory nature. In closing my brother in law and father
own several properties in Lima, Ohio. Over the course of the past four or
five years they have had 25 tenants probably. Not ONE tenant has EVER done
to one of their properties what Amber Billian did to ours. This speaks
volumes. If you are considering trusting Amber Billian with anything, you
have been warned. Consider whatever monetary damages you reap as those you
were forewarned about. She's capable of great damage
without provocation.
She abused her position at the US Post Office. I wouldn't hire Amber Billian,
I would not rent to Amber Billian, I wouldn't trust a gold fish to Amber
Billian, I wouldn't leave my children with Amber Billian, and I wouldn't
recommend anybody else to do any of these things.
Finally, just for any person or company needing to collect on this...person...I will post her address on this page AFTER I collect what she owes me. From that point on, I will always keep updating this page to include all her current contact information my private investigator finds. Trusting Amber Billian is something I hope nobody else has to be victimized for doing.
The following videos speak for themselves as to the severity of damages and the subsequent required repairs. NOTE: For the first video it is suggested you turn your computer monitor brightness up because the FIRST VIDEO ONLY is a little dark. With your monitor brightness turned down you could miss writing on the walls; well over half the walls were written on and required re-painting which is very clear if you can see these videos in a satisfactory setting.
Each video corroborates one of four areas; 1.) the condition of the property before move in; it was in excellent condition April 1, 2009; 2.) the damage of our property and the personal property abandoned; 3.) the damage that a professional clean up crew could not repair; 4.) the damages ultimately repaired after painting, etc. to make the house "whole" and able to be rented out again.
